At a 2020 engagement celebration, Carrie Johnson admitted to breaching Covid guidelines by hugging a friend.
After a photo of the PM's wife with chef Anna Pinder surfaced on September 17, 2020, she apologized for a "momentary slip in judgment."
Ms Pinder's approaching wedding was celebrated outside at The Conduit, an exclusive members' club in London's West End, and the duo were spotted giggling together.
Mrs Johnson looked to have her arm around Ms Pinder in a photograph obtained by The Telegraph, and one of her legs was over her friend's knee.
As the country faced a second wave of diseases, her then-fiancé had cautioned, 'you should keep your distance from anyone you don't live with.'
People should stay two metres apart from individuals in other families, and people should not gather in groups of more than six, according to coronavirus advice at the time.
Millions of people have painstakingly obeyed the regulations, with one NHS worker stating that she couldn't even touch her relatives at her great aunt's funeral.
'Mrs Johnson was one of a group of six seated outdoors celebrating a friend's engagement,' a representative for Mrs Johnson said.
'Mrs Johnson regrets her rash decision to hug her pal for a photograph.'
