Boris Johnson will visit Ukraine later this month for discussions with the president, amid growing fears of a Russian invasion.
The Prime Minister of the United Kingdom committed to cooperate with Volodymyr Zelensky to find a diplomatic solution to the Russian dispute and "prevent additional bloodshed."
Near Russia's border with Ukraine, Russia has gathered an estimated 100,000 troops, tanks, artillery, and missiles.
His government, on the other hand, has cautioned Ukraine not to take any further steps toward joining Nato, claiming that doing so would jeopardize Russia's own security.
The United States has rejected this proposal, and Western countries have threatened to ratchet up penalties against Moscow if an invasion occurs.
Foreign Secretary Liz Truss said legislation was being prepared to target a broader range of persons and businesses linked to Mr Putin, while a US official said the penalties would cut anyone connected to the Kremlin off from the international financial system.
The UK government pledged an £88 million donation to support stable governance and energy independence from Russia ahead of Mr Johnson's visit to Kyiv, Ukraine's capital.
"Every Ukrainian has the right to select how they are governed," Mr Johnson said. The UK, as a friend and democratic partner, will continue to defend Ukraine's sovereignty against those who attempt to undermine it.
